Advisor, Debris & Rubble Management – Venezuela Earthquake Response

The Gist:

A 2-4 week advisory role designing debris-removal strategy and scopes of work for earthquake recovery in Venezuela. You’ll map options, secure permits, and hand off a concrete plan the team can execute.

What You’d Be Doing:

• Develop a differentiated debris-removal strategy (urban, peri-urban, rural) with 6-12 month scopes, sequencing, resourcing, and costs
• Assess clearance mechanisms-contracts, cash-for-work, heavy equipment-and scope equipment fleets, permitting, and hazardous-material handling
• Engage Venezuelan authorities (national, state, municipal, military) in Spanish to confirm authorizations and permits for each scope
• Package findings into technical inputs for donor concept notes and proposals; coordinate with humanitarian clusters to avoid duplication

What They’re Looking For:

• Experience: Demonstrated experience in humanitarian debris/rubble management, disaster recovery, or construction-earthquake experience preferred. Prior work in Venezuela, Latin America, or similar crisis settings a plus.
• Standout Qualifications: Heavy-equipment debris removal expertise, cash-for-work program design, rubble recycling/material reuse, and prior experience coordinating with government and military bodies.
